Position: Infrastructure Technology Consultant (Architect)

Position Description: 

A successful candidate is a self-starter who can listen to customers to identify and articulate their specific needs and concerns. Can translate mission needs into technical requirements and prioritize activities and milestones.  Technical knowledge of Microsoft Azure Government (MAG) cloud offering, and data center operations and IT infrastructure (compute, storage, and network). Ability to collect, analyze, and present data center and cloud services technical information to clients. Experience with preparing technical executive briefings utilizing power point. Excellent at identifying technology trends, determining process improvements, and implementing change. Experience with a variety of technologies as listed in the position requirements.

Position:     FMF/IMET Program Coordinator 

Requisition:    22-094 

Location:   Washington, DC  

Clearance:   Secret (interim Secret) 

The Prospective Group (TPG) is looking for a Foreign Military Financing (FMF)/International Military Education and Training (IMET) Program Coordinator. Successful candidates will have experience extracting financial and budgeting datasets from sources such as Oracle, SQL or MS Access using workbench or other UI tools as well as working with data visualization products like Tableau or Power BI to create budget reports and dashboards. The PC will be the drafter of: (1) Memos for the timely approval, obligation, or reprogramming of FMF/IMET funding; and (2) FMF allotment memos to move funds within State bureaus as necessary. Responsible for administrative support culminating in the annual Joint Security Sector Assistance Review, which requires liaison with the Interagency to ensure out-year budgets are deconflicted and best utilize appropriated funds. The PC shall provide FMF/IMET data management requirements utilizing the above-mentioned technologies. 

Position Responsibilities: 

  • Support program officers in the budgeting and execution process of the office's multibillion-dollar accounts, including general accounting; data entry and validation; reconciliation; and efficient reporting from the data management systems in use.  
  • Use and update budget and financial data queries and dashboard views in systems such as Oracle, MS Access, Tableau and MS Power BI.  
  • Draft, execute, and track the funding approval process for over $6 billion in security assistance programming annually.  
  • Provide research, data collection, analysis, and reporting of country program, using current data management systems and data UI tools.  
  • Provide budget formulation and analysis support for all office programs.  
  • Perform analytical, forecasting and interpretive functions for the management and control of budgetary and financial resources, including tracking current and prior year funds.  
  • Perform studies and audits on control, allocation and allotment of funds, assuring that allocations and allotments are in accordance with pertinent laws.  
  • Make recommendations to improve the effectiveness and efficiency of financial controls. 

 Position Requirements: 

  • At least 2-years’ experience working on budget and fiscal processes for large-scale programs, preferably with the Department of State or the Department of Defense.  
  • At least 1-year experience data extraction and presentation using any combination of: Oracle DB and tools, MS Access, MS SQL Management Studio, Tableau, R Language or Power BI   
  • At least 4-years’ experience in budgeting with Microsoft Excel.  
  • Experience providing timely narrative and data-driven responses to requests for information or reporting requests.  
  • Strong oral and written communication skills with experience presenting complex information.  
  • Knowledge of U.S. government security assistance or security cooperation programs strongly desirable.  

 Preferred Qualifications: 

  • Experience with the Global Financial Management System, Security Cooperation Information Portal (SCIP), or the DoD Security Assistance Network (SanWeb).  
  • Preferred: Prior attendance at Defense Institute Security Cooperation University or its predecessor, the Defense Institute for Security Assistance Management.

Position: Acquisition Governance Support

The Prospective Group (TPG) is looking for an Acquisition Governance Support SME for the Acquisition Governance and Requirements Oversight Council. The governance bodies collect, review, and oversee acquisitions and requirements, acting as the single collection point that oversees the collection, vetting, and approval of DCSA requirements. Aligned with the DoDI 5000.74 and DoDI 5000.75/5000.87 the primary responsibilities include: 

Position Responsibilities: 

  • Drive and set the policy and process for requirements management and oversight process, escalating issues to the ESC for decision, as needed  
  • Validate and aggregate services and IT requirements and present to the Executive Steering Council for approval in accordance with business rules and decision criteria 
  • Establish DCSA Capability Areas and Category Management/Portfolio Management structure (for Services) 
  • Work with the CFO Council to enable and ensure requirements framework aligns with the DCSA Project, Organization, Expense Type and Task (POET) structure 
  • Ensure linkage between the requirements process, Planning, Programming, Budget, and Execution (PPBE) process and Defense Acquisition System 
  • Recommend appropriate Acquisition pathway for approved requirements to the Component Acquisition Executive (CAE) 
  • Recommend requirements-related training and certification for DCSA workforce (e.g., requirements management, services acquisition, etc.) 
  • Oversee requirements for R&I activities 

Position Requirements: 

  • Knowledge of Federal acquisition laws, rules, regulations 
  • Support the Agency’s AQ Governance Bodies (e.g., meeting minutes, Statement of Conclusions (SOC) development and distribution, due-out / Action tracking, briefing material development) 
  • Support the Agency’s Component Acquisition Authority (CAE) with coordination throughout the intra-Agency with activities such as developing meeting material, documenting meeting minutes, development of SOC, and Action Item tracking

Position:       Project Manager

The Prospective Group (TPG) is seeking an experienced Project Manager to oversee the design, budget, implementation and data collection/visualization strategy for a global network of IoT devices at the US Department of State. Technologies leveraged for the project include environmental and utility sensors, cloud database and analytics, data visualization solutions and network security and operations. Tasks and resources are organized in an Agile Scrum framework. 

Position Responsibilities: 

  • Track project tasks and budgets in an Agile Scrum framework 
  • Develop and present project reports to management and stakeholder groups 
  • Oversee the translation of business requirements into technical requirements, epics and sprint tasks 
  • Coordinate component integration, monitoring and maintenance activities 
  • Work with IoT vendors and consultants to manage tasks, deliverables and component orders/installations 
  • Stay in touch with industry technology updates and drive technical team innovations to improve, secure and streamline systems    

Position Requirements: 

  • BS in an IT or related field or equivalent years’ experience 
  • Experience as a Project Manager or Program Manager on a large multifaceted enterprise system 
  • General understanding of modern IoT technologies including Cloud, data collection/analysis/visualization, AI/ML and the use of smart sensors to gather data 
  • Agile experience and/or certifications 
  • A desire to work in a leading technology environment leveraging modern data and cloud services 
  • Experience working on IT projects in a secured federal/DOD environment 
  • Preferred additional project management certifications: PMP, Six Sigma, ITIL and CSM 
  • Task management experience on projects using two or more of the following technologies: Azure database or data lake services; data analytics such as Databricks, HDInsights, Spark or Kafka; Data visualization such as Tableau or R; Environmental or utility sensors such as Niagara, EcoRate, BuildingLogix or EnergyLogix; network and VPN components such as firewalls and encryptors
