Position: Scrum Master

This candidate should have experience and knowledge working with an agile team.  This role will work with a team of engineers, architects, developers, testers, and analysts. 

Position Responsibilities: 

  • Facilitate agile scrum ceremonies, such as daily standup, planning, retrospectives, and reviews with the product owner, development team members, and relevant stakeholders to ensure that planned work is well defined, articulated, understood, and delivered 
  • Collaborate with members of the product team to create and manage backlog items  
  • Coordinate with Department security and governance boards to ensure ongoing compliance with Department standards and mandates 
  • Responsible for coordination across partner scrum teams, including collaboration with other scrum masters and development teams 
  • Manage requirements and creating user stories with input from the technical team members, the customer, and partner teams 
  • Coordinate tasks include tracking delivery, implementation, and ensuring operations and security protocols, policies, and procedures are followed for compliance 
  • Responsible for the quality, content, and prompt delivery of all tasks and contractual deliverables associated with the project  
  • Instruct, guide, and mentor team members in the usage of Microsoft Azure DevOps for the purposes of planning and tracking platform work  
  • Coach a continuous improvement mindset and recommend adjustments to established delivery practices 
  • Ability to identify, articulate, and escalate risks and issues and track towards resolution with required stakeholders 
  • Collaborate with the Product Owner and Product Team, ensure cohesion and coordination, and address and resolve risks and issues  
  • Interface and communicate with key stakeholders in a professional, business-oriented setting  

Position Requirements: 

  • Understanding and experience in Agile methodologies, including Scrum and Kanban  
  • Experience using Microsoft Azure DevOps or similar 
  • Experience and understanding working in an information technology environment  
  • Excellent oral and written communication skills, with an ability to communicate complex technical topics to management and business stakeholders  
  • Experience developing technical briefs and presenting at the executive level 
  • Bachelor’s degree or equivalent work experience 

Preferred Qualifications: 

  • Experience and understanding working with analytics platform tools, including data ingestion, storage, analytics, and visualizations tools

Position: Cloud Engineer

The Prospective Group (TPG) is seeking a Cloud Engineer within The Department of State's Information Resource Management (IRM) Bureau’s Messaging Systems Office (MSO), the Messaging Design (MD) Division and in partnership with the Department’s Center for Analytics. To ensure success, this engineer must display an excellent understanding of technology infrastructure using Firewalls, VPN, Data Loss Prevention, IDS/IPS, Web-Proxy, and Security Audits. Top candidates will be comfortable working with a variety of technologies, security problems, and troubleshooting of the network. 

Position Responsibilities: 

  • Support the US Department of States’ Information Resource Management (IRM) team to plan and facilitate network optimization and improvements from Disaster Recovery, Business Continuity, and Redundancy focal points.    
  • Act as a cloud and technical cybersecurity Subject Matter Expert (SME) to meet current and future security design, and architecture requirements for IaaS, PaaS, and SaaS implementations.

Position: Executive Assistant ECISO

Position Responsibilities: 

  • Prepare Microsoft Project plans, One Note workbooks, and SharePoint content to report, manage and present analysis and status of activities in support of office goals including identification of future risks and current issues. 
  • Assess the risks to successful office goal accomplishment and recommend risk treatments to Office Director 
  • Coordinate administrative and logistical details related to the day-to-day operations and the management and accuracy of the directors' calendars and appointments

Position: VTC Technician

The Prospective Group (TPG) is looking for a VTC Technician. This position requires a combination of technical knowledge, enthusiasm, great interpersonal skills, commitment, and a willingness to go the extra mile. This is a dayshift position, Monday through Friday with occasional after-hours support for evening or midnight shift coverage. Technician must provide support for video teleconference (VTC) customers, and conduct routine troubleshooting of video cameras, microphones, projectors, and flat panel displays, touch screens, and other VTC associated equipment. 

Position Responsibilities: 

  • Current dayshift Techs are teleworking one day per week.  However, this flexibility is fluid depending on customer requests for VTC support. Once training is complete, the candidate would be added to this rotation. 
  • Provide Tier 1 & Tier 2 support to agency VTC customers both domestically and overseas, supporting Cisco Telepresence system and WebEx. 
  • Receive and respond to reservation requests for VTC and conference room requests and enter them into an automated PC based reservation system. 
  • Receive and respond to site registration requests for conference room installations and enter them into an automated PC based reservation system. 
  • Ensure users are informed of status of their reservation requests, providing confirmation, testing, cancellation, or information on any other changes, as required. 
  • Collect, compile, and maintain local facility data necessary to produce system reports on utilization, system performance, and maintenance.
  • Schedule VTC conferences for customers and provide information on system availability to authorized users. 
  • Install hardware and software related to conference room video teleconferencing facilities and maintain video equipment. 
  • May assist with VTC equipment setup for an individual conference and monitoring of equipment performance during videoconferences. 
  • Utilize knowledge of system characteristics to provide advice on audiovisual requirements and conduct of VTCs. 
  • Test facility audiovisual and VTC equipment to ensure proper operation and configure equipment and venues to accommodate special user needs. 
  • Establish connections and provide equipment operations services during individual conferences. Monitor, review, and analyze overall VTC equipment and system performance to ensure its satisfactory operation. 
  • Recognize system or equipment problems and make necessary corrections and/or adjustments. 
  • May perform operator maintenance in accordance with the system contract. 
  • Troubleshoot VTC equipment impairment and make repairs and/or identify need for contracted support.  
  • Use ServiceNow ticketing system for entering/monitoring/reporting on customer requests and support. 

Position Requirements: 

  • Typically requires high school diploma or equivalent and two to three years of related experience. 
  • Experience working with VTC systems O&M and installation or one to two years working on a Helpdesk. 
  • Experience with Cisco/Tandberg Codecs, Multipoint Controlling Units (MCU) and associated audio/video equipment. 
  • Experience with WebEx. 
  • Experience with AV/VTC Network and components. 
  • Ability to communicate effectively with customers by telephone, email, and face to face.

Position Title: ArcGIS Administrator

The Prospective Group (TPG) is looking to add an ArcGIS Administrator to an existing dynamic cloud-based Data Analytics, Business Intelligence and Data Visualization team at the Department of State.  

Position Responsibilities: 

  • Design and lead the strategy and implementation of ArcGIS as an enterprise GIS Tool, including data ingestion, GIS mapping and spatial analytics  
  • Integrate ArcGIS with other data analytics, business intelligence and data warehousing platforms. 
  • Work with the Center for Data Analytics team members to leverage ArcGIS capabilities within cross-technology products and solutions. 
  • Communicate ArcGIS enterprise technologies to technical and non-technical customers 
  • Communicate best practices for building and maintaining enterprise geodatabases 

Position Requirements:  

  • 5+ years of experience designing, implementing, and/or administrating enterprise GIS solutions/systems that leverage the ArcGIS platform (desktop, server, and online) 
  • Experience with any Esri software including ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Desktop, ArcGIS Online, ArcGIS Runtime, or their associated APIs or interfaces 
  • Experience identifying, designing, and implementing GIS workflows for the ArcGIS platform 
  • Hands on skills configuring and implementing best practices for the ArcGIS platform 
  • Experience integrating software solutions with other business systems including data warehousing, BI, CRM, ERP, and analytics platform 
  • Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, etc.

Position: Cybersecurity Analyst

The Prospective Group (TPG) is seeking a Cybersecurity Analyst support to the DOS Bureau of International Narcotics and Law enforcement Affairs (INL). Candidate will provide guidance cyber boundaries, systems classification and prepare necessary ATO documentation. 

Position Qualifications: 

  • Minimum 5 years’ experience working in a cybersecurity role 
  • Bachelor’s degree in a related field (Cyber, CS, Technology, MIS, Criminal Justice, etc.) highly preferred 
  • Cybersecurity certification (CISSP, CISA, CEH, CASP+, etc.) preferred 
  • Minimum 2 years’ experience doing systems authorizations in a federal agency environment 
  • Experience providing Risk Management Framework (RMF) services (steps 0-3) and enabling risk management by promoting the development of security and privacy risk management capabilities throughout the system development life cycle (SDLC).   
  • Experience with the Compliance tools Xacta 360, Continuum and Xacta Compliance Campaign Manager (XCCM) or equivalencies (eMASS, CSAM, etc.) 
  • Experienced and skilled with assessment scan remediation processes (CVE patch deployment, security template applications, etc.) 
  • Has supported execution of steps 0-3 of the Risk Management Framework in accordance with NIST 800-37 and 800-53.  
  • Skills and experience assisting with Authorization to Operate (ATO) activities within a government agency 
  • Experience developing and executing POA&Ms 
  • Informal or formal presentation skills. 

Position Responsibilities: 

  • Provide program and project support to INL Executive Office, Information Management division (INL/EX/IM) and INL Program Offices as it pertains to system owner cybersecurity activities. 
  • Assist in eliminating the backlog of expired and unauthorized systems in production. 
  • Help ensure the overall bureau cybersecurity score for Non-High Value Assets (Non-HVA) systems and High Value (HVA) systems achieve a scoring of 89 and above range where applicable. Address issues affecting Non-HVA and HVA score components and weights, and the cybersecurity issues affecting each system respectively. 
  • Develop, respond and proactive resolve Plan of Action and Milestones (POA&Ms) for INL networks, systems, and applications. 
  • Develop standard operating procedure guidance for the RMF process within INL based on roles.  
  • Provide “embedded support” to INL offices and Information System Owners, as directed by INL leadership, to help with the ATO preparation activities (i.e., Risk Management Framework Steps).

The Prospective Group (TPG) is seeking a Cloud Migration Specialist whose role within the US Department of State is to develop and guide a cloud migration strategy for services and IaaS resources from on-prem data centers to multiple CSPs for enterprise customers. 

Position Description: 

A successful candidate can listen to customers to identify and articulate their specific needs and concerns. Translate mission needs into technical requirements and prioritize activities and milestones. Major focus is assessing current systems and application workloads and translating to cloud service requirements with a value add of introducing cloud native resilient services (storage, functions, etc.) rather than server-based equivalencies. Technical knowledge of Microsoft Azure Government (MAG) cloud offering, and general data center operations and IT infrastructure (compute, storage, and network). Ability to collect, analyze, and present data center and cloud services technical information to clients using existing enterprise or CSP toolsets. Experience with preparing technical executive briefings utilizing power point. Excellent at identifying technology trends, determining process improvements, and implementing change. Experience with a variety of technologies as listed in the position requirements. 

Position Requirements: 

  • 2+ years’ experience with main area of focus on deploying or configuring resources in the Azure and AWS government cloud environments 
  • Multi-cloud management architecture and cloud management platforms 
  • Cloud migrations, operations, and optimization methodologies 
  • Cloud governance models

The Prospective Group (TPG) is looking for a Data Analyst to work in the field of Foreign Military Financing (FMF)/International Military Education and Training (IMET). Successful candidates will have proven abilities to assess current data management processes used by the organization and design and implement robust automated solutions that account for visualizations, reports and validation. Some knowledge or understanding of international security cooperation and assistance practices is preferred. Experience working in a DOS, DOD or similar environment with financial data management and visualization is strongly preferred.  

Position Responsibilities: 

  • Support program officers in the budgeting and execution process of the office's multibillion-dollar accounts, including general accounting; data management and validation; reconciliation; and efficient reporting from the data management systems in use.  
  • Use and update budget and financial data queries and dashboard views in systems such as Oracle, MS Access, Tableau and MS Power BI.  
  • Draft, execute, and track the funding approval process for over $6 billion in security assistance programming annually.  
  • Provide research, data collection, analysis, and reporting of country program, using current data management systems and data UI tools.

  • At least 1 year experience automating manual data extraction and reporting processes using scripting languages, database tools or macros    
  • At least 2 years’ experience budget and financial management with Microsoft Excel.  
  • Experience providing timely narrative and data-driven responses to requests for information or reporting requests.  
  • Strong oral and written communication skills with experience presenting complex information.  
  • Knowledge of U.S. government security assistance or security cooperation programs strongly desirable.
