Position: VTC Technician      

Requisition: 22-075    

Location:  Washington, DC 

Clearance:  Secret 

 The Prospective Group (TPG) is looking for a VTC Technician. This position requires a combination of technical knowledge, enthusiasm, great interpersonal skills, commitment, and a willingness to go the extra mile. This is a dayshift position, Monday through Friday with occasional after-hours support for evening or midnight shift coverage. Technician must provide support for video teleconference (VTC) customers, and conduct routine troubleshooting of video cameras, microphones, projectors, and flat panel displays, touch screens, and other VTC associated equipment. 

 Position Responsibilities: 

  • Current dayshift Techs are teleworking one day per week.  However, this flexibility is fluid depending on customer requests for VTC support. Once training is complete, the candidate would be added to this rotation. 
  • Provide Tier 1 & Tier 2 support to agency VTC customers both domestically and overseas, supporting Cisco Telepresence system and WebEx. 
  • Receive and respond to reservation requests for VTC and conference room requests and enter them into an automated PC based reservation system. 
  • Receive and respond to site registration requests for conference room installations and enter them into an automated PC based reservation system. 
  • Ensure users are informed of status of their reservation requests, providing confirmation, testing, cancellation, or information on any other changes, as required. 
  • Collect, compile, and maintain local facility data necessary to produce system reports on utilization, system performance, and maintenance. 
  • Schedule VTC conferences for customers and provide information on system availability to authorized users. 
  • Install hardware and software related to conference room video teleconferencing facilities and maintain video equipment.
  • May assist with VTC equipment setup for an individual conference and monitoring of equipment performance during videoconferences. 
  • Utilize knowledge of system characteristics to provide advice on audiovisual requirements and conduct of VTCs. 
  • Test facility audiovisual and VTC equipment to ensure proper operation and configure equipment and venues to accommodate special user needs. 
  • Establish connections and provide equipment operations services during individual conferences. Monitor, review, and analyze overall VTC equipment and system performance to ensure its satisfactory operation. 
  • Recognize system or equipment problems and make necessary corrections and/or adjustments. 
  • May perform operator maintenance in accordance with the system contract. 
  • Troubleshoot VTC equipment impairment and make repairs and/or identify need for contracted support. 
  • Use ServiceNow ticketing system for entering/monitoring/reporting on customer requests and support. 

Position Requirements: 

  • Typically requires high school diploma or equivalent and two to three years of related experience. 
  • Experience working with VTC systems O&M and installation or one to two years working on a Helpdesk. 
  • Experience with Cisco/Tandberg Codecs, Multipoint Controlling Units (MCU) and associated audio/video equipment. 
  • Experience with WebEx. 
  • Experience with AV/VTC Network and components. 
  • Ability to communicate effectively with customers by telephone, email, and face to face.

Position: Senior Accounting Manager (Controller)

The Prospective Group (TPG) is seeking a Senior Accounting Manager - Controller who will supervise the accounting functions and team for our growing organization. We’re looking for someone with a background in full-cycle federal contracting accounting to manage and reimagine the department. The candidate will direct and coordinate daily activities of the accounting staff to record revenue, expenses, assets, and liabilities quickly and accurately. The Senior Accounting Manager should be a highly motivated self-starter who is looking to grow with the company. The position will be full-time and have three dotted line reports.

Positions Responsibilities:

• Responsible for managing and controlling all accounting functions including maintenance of general ledger, financial reporting, project accounting, accounts payable, accounts receivable, and payroll
• Ensure the month-end and year-end closes are completed timely and accurately, providing analysis of financial performance
• Responsible for creating monthly and annual financial statements
• Overseas tax requirements and payments
• Primary contact with outside CPAs for tax matters
• Maintain Accounting systems as Accounting Manager/Controller for Government contracts

Position:      VTC Engineer

The Prospective Group (TPG) is looking for a Video Teleconference Engineer.  This role requires a combination of technical/engineering knowledge, commitment, and a willingness to go the extra mile. This position supports the Department of State’s Video Program Office, with engineering expertise in designing, engineering, and implementing VTC solutions for the Department.   

Position Responsibilities: 

  • Provide Tier 3 level engineering support for existing and new VTC environments within the Department of State, both domestically and overseas.
  • Work with other VTC engineers and vendors to design VTC solutions for the enterprise.
  • Configure/setup VTC equipment as part of design and implementation efforts and perform troubleshooting to solve difficult/complex issues. 
  • Develop recommendations and implement plans for pilot and deployment of new technology solutions and refresh to existing technologies. 
  • Assist with the evaluation, design, documentation, installation/implementation, testing and deployment of new Cisco VTC Enterprise environment. 
  • Prepare documentation in support of required Department of State guidelines for new and ongoing projects. 
  • Resolve system operational problems by troubleshooting and performing fault isolation. 
  • Work to integrate existing or new video teleconference tools/products (MS Teams, WebEx, Skype) within the Departments’ VTC environment. 
  • Prepare diagrams/drawings of existing and new VTC topography. 
  • Support implementation of required security measures to ensure compliance with established Department cyber security guidelines. 
  • Work with VTC technicians to provide training and knowledge transfer for the ongoing daily operations of VTC equipment. 
  • Provide monthly input to required customer status reports, to include status of all ongoing and planned projects.

Position Requirements: 

  • Bachelor’s Degree preferred in related field or 10+ years working in a VTC environment in progressively more technical position, with at least 3 years in an Engineering role. 
  • Specific experience working with Cisco TMS and VCS applications. 
  • Experience with VTC infrastructure design.

Position:     FMF/IMET Program Coordinator

The Prospective Group (TPG) is looking for an FMF/IMET PC who will be the primary drafter of:  (1) FMF and IMET memos to the Director of Foreign Assistance (F) or PM leadership required for the timely approval, obligation, or reprogramming of FMF or IMET funding; and (2) FMF allotment memos to move FMF funds within State bureaus, as necessary. The contractor shall be responsible for liaison with their financial counterpart at the Defense Security Cooperation Agency (DSCA) and account examiners at the Office of Management and Budget. The PC shall also be responsible for identifying, updating, and promulgating annual FMF and IMET policy and legal restrictions and other requirements for PM and targeted Department of Defense staff. In support of budget formulation, the contractor shall be responsible for administrative support throughout the year and culminating in the annual Joint Security Sector Assistance Review, which requires liaison with the interagency at critical budget junctures to ensure out-year budgets are deconflicted and best utilize appropriated funds. Further, the contractor shall support PM/SA participation in annual FMF Financial Management Reviews and Security Cooperation Education and Training Working Group meetings. The PC shall also provide other FMF and IMET data management requirements. 

Position Responsibilities: 

  • Support FMF and IMET PM/SA program officers in the budgeting and execution process of the office's multi -billion-dollar accounts, including general accounting; data entry and validation; reconciliation; and reporting from the data management systems in use.  
  • Draft, execute, and track the funding approval process for over $6 billion in security assistance programming annually, including the clearance process within State, the Department of Defense, and the Office of Management and Budget.  
  • Support FMF and IMET program officers, as necessary, to provide budgetary research, data collection, analysis, and reporting of country program activities for a variety of briefings and products, using current data management systems.  
  • Provide timely responses to requests for budgetary and financial data and information pertaining to the funding approval process.  
  • Support FMF and IMET program officers and Assessment, Monitoring and Evaluation (AME) staff, as directed, to assist with and provide budget formulation and analysis support for all PM/SA programs, and incorporating strategic planning elements as related to the Department’s various and relevant strategy documents, as well as metrics and performance measures in the budget formulation exercise. Perform analytical, forecasting and interpretive functions for the management and control of budgetary and financial resources, including tracking current and prior year funds for programs supported by the office.  
  • Perform studies and audits on control, allocation and allotment of funds throughout the year, assuring that allocations and allotments are in accordance with pertinent laws, e.g., Appropriations Laws, Foreign Assistance Act, the Arms Export Control Act, and other financial and legislative regulations.  
  • Make recommendations to FMF and IMET program officers to improve the effectiveness and efficiency of financial controls, and implement improvements as directed.  
  • Comply with all internal controls and procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas.  

 Position Requirements: 

  • At least 2-years’ experience working on budget and fiscal processes for large-scale programs, preferably with the Department of State or the Department of Defense.  
  • At least 4-years’ experience in budgeting with, and in-depth knowledge of, Microsoft Excel.  
  • At least 4-years’ experience with, and in-depth knowledge of, Microsoft Word.  
  • Experience providing timely narrative and data-driven responses to requests for information or reporting requests.  
  • Strong organizational skills and attention to detail.  
  • Ability to manage multiple ongoing tasks and processes simultaneously.  
  • Strong oral and written communication skills with experience presenting complex information.  
  • Knowledge of U.S. government security assistance or security cooperation programs strongly desirable.  

 Preferred Qualifications: 

  • Experience with the Global Financial Management System, Security Cooperation Information Portal (SCIP), or the DoD Security Assistance Network (SanWeb).
